新形势下基层水利质监工作开展模式探析

摘　　要：我国的水利工程质量监督工作虽然起步较早,但县乡等基层水行政主管部门付诸实施时,其监督管理模式已不能满足新形势下各种体制、政策对工程的要求。因此,通过基层水利工程质量监督管理工作与新时代要求相互结合,提出了基层质量监督机构体系建设、人员素质、管理经费、法律法规及管理模式等方面的发展新思路。The quality supervision of water conservancy project started up comparatively earlier in our country,however,the management mode has not satisfied the requirements of systems and policies in the new era when it comes to the application in grass-roots administrative departments in charge such as counties or villages and towns.Therefore,new ideas on grass-roots construction of quality supervision institution system,personnel quality,management funds,laws and regulations as well as management modes have been developed by merging grass-root quality supervision management of water conservancy and the requirements of the new era.
