摘 要:劳动力流入有高技能劳动力流入和低技能劳动力流入之分。基于1999~2017年中国278个地级及以上城市的面板数据,就异质劳动力流入对产业结构升级的影响进行定性和定量分析,结果发现:高技能劳动力流入率比低技能劳动力流入率更有利于促进产业结构升级,且在大型和特大型城市、东部地区城市表现得更为突出。因此,中国政府应提高流入城市的劳动力的素质、做好不同规模城市和不同地区城市的就业稳定工作,以助于异质劳动力流入并促进产业结构升级。The labor inflow can be divided into the high-skilled labor inflow and the low-skilled labor inflow.Based on panel data of 287 cities at or above the prefecture level in China from 1999 to 2017,this paper makes qualitative and quantitative analysis on the impacts of heterogeneous labor inflow on the industrial structure upgrading.The results show that the high-skilled labor inflow is more conducive to promote the industrial structure upgrading than that of the low-skilled labor inflow,and it is more prominent in the large and ultra-large cities and the eastern cities.Therefore,this paper urges policy initiatives to improve the quality of labor force flowing into cities,as well as stabilize the employment of different scale cities and different regions cities,so as to help to improve the beneficial impacts of heterogeneous labor inflow on the industrial structure upgrading.
