地方大学与政府关系探究--基于Z大学2009-2019年政策性文件的分析

摘　　要：在中国,文件是政府与大学之间信息传递的重要途径,也是反映二者关系的重要载体。梳理Z大学近11年来收到的各级政府文件后可以发现,政府与地方大学的关系属于政府本位模式。其具体表现为,政府全方位指导大学内外部管理;政府多层级多部门管理大学的效能不高;大学改革与发展的延续性受到影响;大学内部行政化倾向仍在持续。Documents are the important way to transfer information between the government and the university in China,which is also the reflection of their relationship.Reviewing the government documents kept in Z University in the recent 11 years,it finds that the relationship between the government and the local university belongs to the government-based pattern.It shows that the government directs the university internal and external administration;the government departments govern the university inefficiently;the reform and development of university is affected;and the administrativeization of university is ongoing.
