建设项目竣工环境保护验收成效与突出问题研析

摘　　要：回顾了建设项目竣工环保验收管理工作的发展历程,总结了环保验收工作在提高企业责任意识、减轻管理部门审批负担及建立环保自验监管制度方面取得的成效,同时梳理了环保验收在各地的管理现状,提出环评事中事后监管尚欠缺、环评与排污许可制度衔接不完善、环保验收约束不足等突出问题,建议进一步完善环评制度,强化事中事后监管,加强与排污许可制度衔接,并不断提高企业与技术服务机构的技术能力,以保证环评及其审批文件中各项环保设施和措施要求的真正落地。The paper reviews the development process of environmental protection check and accept of completed project,then summarizes the achievements in improving the awareness of corporate responsibility,reducing the examinational and approval burden of administrative departments,and establishing the self-acceptance supervision system of environmental protection,sorts out the management status of environmental acceptance in various places,puts forward the outstanding problems of insufficient supervision during and after the event,imperfect connection between environmental impact assessment(EIA)and polluatant permit and insufficient environmental protection acceptance constraints.It is recommended to further improve the EIA system and strengthen supervision during and after the event,strengthen the connection with polluatant permit,and constantly improve the technical capabilities of enterprises and technical service institutions,so as to consolidate the implementation of the environmental protection facilities and measures in the EIA and its approval documents.
