从能源资源禀赋、生产与利用格局剖析成渝地区清洁能源利用潜力

摘　　要：成渝城市群作为中国经济增长第四极,也是我国雾霾频发地之一,属于国家"大气污染防治行动计划"划定的大气污染重点控制区。加快清洁能源替代、构建清洁能源体系是成渝地区控制大气污染的有利依托,是建设"成渝地区双城经济圈"和实现"美丽中国"要求的重要支撑。以促进清洁能源替代改善空气质量为出发点,首先定量评估了成渝地区清洁能源资源禀赋、生产供给能力和利用现状,其次通过与京津冀等地区的比较分析了成渝地区清洁能源替代的前景,最后结合实际情况为成渝地区未来推进清洁能源消纳、加快能源结构调整、坚持大气污染源头防治等方面提出了对策与建议。As the fourth pole of China′s economic growth,Chengdu-Chongqing City Group is one of the places where haze frequently occurs,it belongs to the key air pollution control area designated by the"China′s Action Plan for Air Pollution Prevention and Control".Accelerating the replacement of clean energy and building a clean energy system are not only favorable bases for controlling air pollution in Chengdu-Chongqing City Group,but also important support for the construction of the"Chengdu-Chongqing Economic Circle"and the realization of"Beautiful China".Based on promoting clean energy substitution to improve air quality,this paper quantitatively evaluated the clean energy resource endowment,production supply capacity and utilization status quo in Chengdu-Chongqing City Group,and analyzed the prospect of clean energy substitution by comparing with Beijing-Tianjin-Hebei Urban Agglomeration and other regions,at last,the countermeasures and suggestions were put forward to promote the clean energy utilization,accelerate the adjustment of energy structure,and adhere to source control in Chengdu-Chongqing City Group.
