摘 要:"一户一宅、无偿分配"政策是产生宅基地"取得困难、利用粗放、退出不畅"等问题的症结之一,解决宅基地使用存在的问题,实现宅基地的集约节约利用,提高土地效益,促进农村产业发展,应当改革"一户一宅、无偿分配"的政策和制度。一户一宅应当解释为符合宅基取得条件的一户农户只能拥有一处宅基地,对新增宅基地实行有偿分配,宅基地用地标准应当统一规划,不仅规定其平面面积,更要规定其空间维度和建房容积率。农户分户申请宅基地要依据宅基地建房容积率对户内人口的平均住房面积不能满足为条件。对农民住房的保障应当由宅基地分配转向保障户有所居,可以宅基地或者住房股份合作社作为实现户有所居的有益探索。There are some problems in rural homestead system,such as"difficulty in obtaining、extensive use、exit barriers"etc.One of the reasons for the problem is"One family,one house"and free distribution policy.In order to improve the use efficiency、enhance land profit、develop rural industry,We should reform policies and systems of"One family,one house"and free distribution."One family,one house"translates as"one peasant household that comply with requirements for rural homestead".We should carry out paid distribution of rural homestead and lay down uniform using criterion of rural homestead,such as plane area,spatial dimension and volumetric flow rate.When space per person of rural homestead is considerably lower than standards set by law,individual household can apply for rural homestead.Housing security of farmer is dependent on"every household has its own home",instead of free distribution.We may explore homestead share cooperative to achieve the goal of housing security.
