摘　　要：气瓶属于特种设备,其承受一定压力,且盛装的介质一般具有易燃、易爆、有毒、强腐蚀等性质,一旦发生爆炸或泄漏,容易造成人员伤亡、财产损失和环境污染。我国对气瓶从生产、充装使用、报废均实施严格监管,构建了完善的法规标准体系,其中安全技术规范将法律、法规和规章的原则规定具体化,提出气瓶基本安全要求,是实施气瓶安全监管的主要依据。TSG 23—2021《气瓶安全技术规程》于2021年1月正式颁布,本文从新瓶规制定思路、主要变化等方面,介绍该规程的基本情况。As a piece of special equipment,gas cylinders receive certain pressure,and the medium contained in the cylinder is generally inflammable,explosive,toxic,and strongly corrosive,once explosion or leakage occurs,it is easy to cause casualties,property losses and environmental pollution.China implements a strict supervision on the production,charging,use and scrapping of gas cylinders,and has established a complete system of regulations and standards.Among the system,the regulation on safety technology,as the main basis for the implementation of gas cylinder safety supervision,formulates the principles of laws,regulations and rules,and defines the basic safety requirements of gas cylinders.TSG 23—2021 Regulation on safety technology for gas cylinder was officially promulgated in January 2021.This paper introduces the basic information of this regulation in terms of the new regulation formulation idea for gas cylinders and its major changes.
