新形势下新业态草业展望  

Prospect on New Industrials of Prataculture in New Era of China

摘　　要：进入新世纪以来,我国草业发展迈入了新阶段,进入了新常态,在传统草业蓬勃发展的同时,新业态草业渐有成为区域性朝阳产业和支柱产业的态势。本文在论述新业态草业在草业生产层理论产业结构中地位的基础上,重点分析了5种主要的新业态草业形式和产业规模,包括草地碳汇交易产业、草地康养产业、数字草业经济、草品种多功能研究和开发利用产业、草原灾害保险产业。文章还分析了新业态草业发展中存在的主要问题,提出了促进新业态草业高质量发展的建议,包括制定产业发展规划、加强技术研发和宏观咨询调研、加强标准化建设、实施人才强业战略等。Since the new century,the development of China's pratacultural industry has moved to a new stage and attained a new status.While the traditional pratacultural industry is booming,the novel pratacultural industry is becoming a regional sunrise and serve as a strong pillar in this regard.This paper discusses the position of the novel pratacultural industry within the total pratacultural industrial structure.Further,it analyses five major new forms and scale of pratacultural industry,including grassland carbon trade industry,grassland health industry,digital pratacultural economy,grass variety multi-function development and utilization industry,and grassland disaster insurance industry.The paper also analyses the main problems associated with the development of the novel pratacultural industry and puts forward suggestions for promoting high-quality development of the new industry.These include formulating industrial development plans,strengthening R&D and survey,standardization and implementing talents to strengthen the industry strategy.
