摘　　要：党的十九届五中全会强调,“十四五”时期经济社会发展要坚定不移贯彻创新、协调、绿色、开放、共享的新发展理念。创新是一项系统工程,涉及经济社会发展的方方面面。坚持创新发展,必须系统挖掘创新要素,抓住重要领域和关键环节,贯通技术、资本、人才三大创新链条,构建协同创新生态。系统把握“促进人与自然和谐共生”的核心要义,才能正确贯彻新时代中国特色社会主义生态文明建设基本方略;要从系统科学角度把握人与自然关系;实现人与自然和谐共生的现代化是一项系统工程;要把握生态系统的整体性、协同性、共生性规律,进行综合治理。中国实现现代化经济体系、全球的绿色可持续发展需要中国发展更高水平开放型经济;中国发展更高水平的开放型经济应积极推动贸易和投资自由化便利化,深度参与全球经济治理。The Fifth Plenary Session of the 19th CPC Central Committee emphasized that the economic and social development in the 14th Five-Year period(2021-2025)should firmly implement the new development concept of innovation,coordination,green,openness,and sharing.Innovation is a systematic project that involves all aspects of economic and social development.To adhere to innovation development,we must systematically explore innovation elements,seize important fields and key links,penetrate the three innovation chains of technology,capital,and talents,and build a collaborative innovation ecology.To systematically grasp the core meaning of"promoting the harmonious coexistence of man and nature",we can correctly implement the basic strategy for the construction of socialist ecological civilization with Chinese characteristics in the new era;to grasp the relationship between man and nature from the perspective of system science;to realize the modernization of the harmonious coexistence of man and nature is a systematic project;to grasp the integrality,synergy,and coexistence of the ecosystem and realize comprehensive management.The modernization of humans and nature is a systemic project.China needs to develop a higher level of the open economy to achieve a modernized economic system and global green sustainable development;China should actively promote trade and investment liberalization and facilitation,and participate deeply in global economic governance to develop a higher level of the open economy.
