摘　　要：为减少突发事件的危害,满足各区域的应急需求,结合跨区域综合交通运输网的特点,针对突发事件下跨区域综合交通运输网,进行应急救援预案编制技术研究。阐述了跨区域综合交通运输网应急预案编制的技术路线,明确应急预案的核心要素与编制步骤,提出了“总体预案+应急行动指南+专项预案”的跨区域综合交通运输网应急预案结构模式。该预案编制技术能够对突发事件下跨区域综合交通运输网应急救援的预案编制提供有效的参考和科学的指导。In this study,a method of preparing an emergency rescue plan for the cross-regional comprehensive transportation network during emergencies was developed to minimize hazards of emergencies and meet the emergency needs of various regions.The technical route for preparing the emergency plan for the cross-regional comprehensive transportation network was described,the core elements and preparation steps of the emergency plan were outlined,and the structural model of the“overall plan+emergency action guide+special plan”emergency plan for the cross-regional comprehensive transportation network was developed.The plan preparation technique can provide a useful reference and scientific guidance in preparing emergency rescue plans for cross-regional comprehensive transportation networks during emergencies.
