摘  要:党的十九届五中全会指出,新能源产业前景广阔,“十四五”期间有望加速迈进。新能源资源能否得到更合理的配置,全要素生产率如何变化,其驱动因素又具有何种特征,都对未来新能源的发展至关重要。近年来,中国新能源企业数增加近40倍,新能源行业规模迅速扩张,技术效率值整体呈现先上升、后下降、再上升的“M”形趋势。中国新能源效率变化和技术进步变化呈现相反趋势,技术进步变化对新能源全要素生产率的贡献高于技术效率变化,新能源企业技术尚未达到生产前沿面。从新能源全要素生产率的驱动因素看,工业增加值与开放程度对新能源全要素生产率的影响显著为正,研发投入和政府规模对新能源全要素生产率的影响显著为负,外商直接投资和城镇化水平均对新能源全要素生产率的影响不显著。As pointed out in the Fifth Plenary Session of the 19th CPC Central Committee,with broad prospects,the new energy industry is expected to advance quickly during the“14th Five-Year Plan”period.Whether new energy resources can be more reasonably allocated,how total factor productivity will change and what characteristics of its driving factors will be are all crucial to the development of new energy in the future.In recent years,the number of new energy enterprises in China has increased by nearly 40 times,the scale of new energy industry has expanded rapidly,and the overall technical efficiency has shown arising-declining-rising M-shaped trend.The change in new energy efficiency and the technological progress and changesee an opposite trend in China.The contribution of technological progress and change to total factor productivity of new energy is higher than that of change in technological efficiency,and the technology of new energy enterprises has not yet reached the production frontier.As far as the driving factors of total factor productivity of new energy is concerned,the effect of industrial added value and openness on total factor productivity of new energy is significantly positive and the impact of R&Dspending and government size on total factor productivity of new energy is significantly negative while foreign direct investment and urbanization level have no significant influence on total factor productivity of new energy.
