农地整治对农户收入和福祉的影响机理与实证分析

摘　　要：本文基于可持续生计模型,通过构建农地整治背景下农户生计结果的分析框架,利用湖北省天门市、潜江市、宣恩县和咸丰县的农户问卷调查数据,采用偏微分最小二乘法的结构方程模型,解析不同农地整治模式对农户生计结果的影响机理。结果表明,第一,农地整治对农户收入和福祉均产生显著的提升作用。农地整治通过促进农户生计资本的积累,进而促进农户生计活动由分散经营向规模经营转变,由农业生计活动向非农生计活动转变,最终提高农户收入和福祉。第二,地方政府主导模式的农地整治对农户收入具有显著的促进作用。地方政府主导模式的农地整治主要通过改善承包地质量、提高农户家庭成员技能等增加农户生计资本,促进农户收入水平的提高。第三,新型农业经营主体主导模式的农地整治对农户收入和福祉均具有显著的促进作用。新型农业经营主体主导模式的农地整治更能促进农户生计资本的积累,更能促进向非农生计活动转变,进而更能促进农户收入和福祉的提高。基于此,今后不仅要继续加大农地整治,特别是农地综合整治的投资力度,还要积极推广和创新新型农业经营主体主导的农地整治实施模式,更要积极推动"因项目施策"精准农地整治项目的实施,强化农地整治项目的差异化策略。Based on the sustainable livelihood model,this paper constructs the analysis framework of farmers’livelihood results from the background of Rural Land Consolidation(RLC)projects.Using the questionnaire data onto farmers in Tianmen,Qianjiang,Xuan’en,and Xianfeng counties of Hubei Province,the Structural Equation Model based on partial differential least squares method is used to analyze the impact mechanism of different RLC modes on rural households’livelihood outcomes.The results show that:(1)the RLC projects have a significant positive impact on rural households’income and well-being.The RLC projects promote the accumulation of rural households’livelihood capital,and then promote the transformation of rural households’livelihood activities from decentralized management to scale management,from agricultural livelihood activities to non-agricultural livelihood activities,and ultimately improving the rural households’income and well-being.(2)The local government leading mode RLC projects have a significant positive role in promoting rural households’income.The local government leading mode RLC projects mainly increase rural households’livelihood capital by improving the quality of contracted land and improving the skills of rural households’family members and promotes the transformation of farmers’agricultural livelihood activities to non-agricultural livelihood activities,thereby promote the improvement on farmers’income level.(3)The new agricultural management subject leading mode RLC projects has a significant positive impact on rural households’income and well-being.The new agricultural management subject leading mode RLC projects can promote the accumulation of the peasant households’livelihood capital,the transformation of the peasant households’agricultural livelihood activities to non-agricultural livelihood activities,and the improvement of the peasant households’income and well-being.Therefore,in the future,we should not only continue to increase investment in the RLC proje
