深化政府采购制度改革背景下加强采购管理的思考

摘　　要：政府采购制度是现代财政制度的重要组成部分,随着国家治理体系和治理能力现代化建设的深入推进,政府采购制度改革逐渐走到深化改革的前沿,2018年中央深改委审议通过了《深化政府采购制度改革方案》,明确了深化政府采购制度改革的指导思想、基本原则和改革任务,本文系统梳理了深化政府采购制度改革的新要求,深入分析了当前人民银行集中采购工作中存在的主要问题,并提出了改进集中采购工作的有关建议。The government procurement system is an important part of the modern fiscal system.With the deepening of the modernization of the national governance system and governance capabilities,the reform of the government procurement system has gradually come to the forefront of deepening reforms.In 2018,the Comprehensive Reform Commission of the CPC Central Committee reviewed and approved the‘Deepening Government The Procurement System’.The reform plan clarifi es the guiding ideology,basic principles and reform tasks for deepening the reform of the government procurement system.This article systematically sorts out the new requirements for deepening the reform of the government procurement system,deeply analyzes the main problems existing in the current centralized procurement of the People's Bank of China,and puts forward relevant suggestions to improve centralized procurement.
