摘　　要：灭绝携带病毒的物种不应成为防控疫情的方法,而应据包含生物多样性和文化多样性的“自然”之镜以制定“法律”,即尊重自然和爱护动物,推动医学方法论的进化、革新与应用,科学防控疫情,以携世人之手、求健康之业;作为“管理、控制国际疾病传播”的《国际卫生条例》,有必要与时俱进地予以修正,博采包括但不限于中西医的人类文明精华,使人类实现享受最高的能获致之健康目标;世界卫生组织应携手各个国家、地区和组织在法治轨道上一致行动,建立起捍卫生命和维护健康的机制。Extinction of virus-carrying species should not be the method of pandemic prevention and control.Instead,laws should be made according to the natural mirror of biodiversity and cultural diversity,that is,respecting nature and caring for animals,promoting the evolution,innovation and application of medical methodology,prevent⁃ing and controling pandemic scientifically,so as to lead the world in seeking health.As the management and control of the international spread of diseases,the International Health Regulations should update with the times and draw on the essence of human civilization,including but not limited to traditional Chinese and western medicine,so that human beings can enjoy the highest attainable health goal.The World Health Organization should work with all coun⁃tries,regions and organizations to act in concert on the rule of law and establish mechanisms to safeguard life and health.
