摘　　要：西方很流行的罗伯特议事规则主张:主持人应保持中立地位;一事一议;所有发言均应征得主持人同意且面对主持人发言;禁止不同意见者之间直接对话;禁止任何形式的人身攻击。其对我国医院内医疗纠纷调解程序的构建均具重要的启示意义。As the most popular rules of order in the west,Robert's Rules of Order advocates that the moderator should maintain a neutral position,one case one discussion,all statements should be agreed by the moderator and be delivered in the face of the moderator,direct dialogue between different opinions should be prohibited and any form of personal attack should be prohibited.And all these are of great enlightening significance to the construction of medical dispute mediation procedures in hospitals in China.
