“旧改”背景下城市老旧社区社会治理创新探索--以广州X街为例

摘　　要：我国城市老旧社区大多由计划经济体制下的单位制住房转换而来,因其管理模式上的过渡性而成为社区治理的一种困难类型。广州在实施老城区的更新改造过程中有效地推动了老旧社区的社会治理,关键点一是政府方面以制度化落实公众参与,注重规范过程操作,保障社区的主体地位,同时相应调整政府自身角色和职责分配,实现了社会管理下沉、事权下放,有助于激发社区自治力量;二是社区更新改造项目成功地为社区营造了“利益相关者”共同话题,调动了居民的参与热情,居民组建建设管理委员会,强化社区党建,社区力量运作能够现实组织化、制度化和规范化,社区组织的有效运作也助力改造项目的顺利实施。“旧改”需要借力有效的社区治理,同时也是老旧社区谋求治理创新、推动居民自治发育和成长的良好契机。Most of the old urban residential areas in China were converted from the public housing under the old planned economy system and become a challenging type of community governance due to the transitional characteristics of its management mode.The Guangzhou government has effectively promoted the social governance of the old urban community during the process of renovating the old urban areas.The example of X sub-district in Guangzhou demonstrates two key points to successful governance of the community.The first one is that the government has institutionalized the public participation,standardized the operation of process,and ensured the principal position of the community.Meanwhile,the government adjusted its own role and responsibility distribution accordingly in order to decentralize authority,which helps the autonomy of the community.The second one is that the renovation project has successfully created a“stakeholder”common topic in the community,and mobilized the participation of the residents.The residents have formed the construction management committee,the community party building has been strengthened,the community power operation has been organized,institutionalized and standardized,and the effective operation of community organizations can also facilitate the smooth implementation of the renovation projects.It is clear that the renovation of old urban communities requires effective community governance,and it is also a good opportunity for these communities to seek governance innovation and develop community autonomy.
