摘　　要：本文基于OKR目标关键结果方法制定配电网成效监测目标,并考虑配电网管理全过程对目标进行分解、量化。基于“网上电网”信息平台的思路,对其功能进行扩展,建立项目成效监测数据池。研究配网问题辨识标准,设计问题与项目关联方法,制定问题解决率目标,并给出问题评价标准。构建投资精准分析模型,研究储备项目方案比选方法,满足储备项目筛选要求。构建配网项目的规划、储备、计划、完工四个阶段的电网成效及项目运行评价指标体系,研究持续追踪供电配网建设成效、不同类型项目建设成效评价方法,以评估配网建设改造成效目标实现程度。建立配网项目成效监测系统功能框架,最后应用算例验证评价方法。This paper is based on the OKR target key result method,which sets targets for monitoring the effectiveness of the distribution network.Expanded on-line power grid information platform function,the project effectiveness monitoring data pool is established.Study the identification standard of distribution network problems,the method of problem and project association is designed,the goal of problem-solving rate is established,and the evaluation standard of problems are carried out.A precise investment analysis model has been built,the comparison and selection method of reserve project scheme is studied to meet the screening requirements of reserve project.The evaluation index system of power grid effect and project operation in four stages of planning,reserving,planning and completion of distribution network project is established.The degree of achievement of the goal of distribution network construction and transformation is evaluated,the methods of continuous tracking the construction effect of power distribution network and evaluation of different types of projects are studied.The functional framework of distribution network project effectiveness monitoring system is established.Finally,an example is used to verify the evaluation method.
