新城乡关系下县域村庄布局规划方法初探

摘　　要：基于乡村振兴背景,新一轮的国土空间总体规划面临着重新审视城乡关系、判断城乡人口流动特征、系统梳理城乡空间的紧迫任务。县域村庄布局规划作为落地性规划成为了规划任务中的难点,一方面,要立足新城乡关系判断未来县域城乡资源配置的基本思路,另一方面,也要从乡村发展的视角解决村庄实际问题。如何统筹城乡资源,实现村庄分类发展引导,并结合村庄发展真实需求引导规划落地,是本次研究的核心任务。本文以河北省某县为例,立足新城乡关系背景,从落实上位要求、立足现实问题、实现上下统筹等方面入手,全面探索县域村庄布局规划的编制思路与方法,为国土空间规划编制的专项内容提供技术支撑。In the context of rural revitalization strategy,territorial spatial planning is facing the tasks of reexamining the relationship between urban and rural areas,and judging the characteristics of the movement of population in order to arrange the space of urban and rural areas.The layout planning of the villages becomes a difficult point in the planning task.On one hand,the layout planning of villages should be base on the new relationship between urban and rural areas to judge the basic method of the allocation of urban and rural resources in the future.On the other hand,the layout planning of villages needs to solve the actual development problems of each village from the perspective of rural development.The core task of this study is to distribute the resources of urban and rural areas more efficiently,as well as to classify the villages and to realize the planning combined with the real needs of the villages.This research takes a county in Hebei Province as an example,under the background of new urban and rural relationship,beginning with the requirements and the certain realities,explores the layout planning method of villages at county scale comprehensively,aiming to provide technical support for the territorial spatial planning.
