摘　　要：随着“一带一路”建设的推进,中国由地区性大国向全球性大国迈进,国家利益不断拓展,特别是全球化的深度发展,人员、商品、资金、技术、信息等要素高频次、大规模地加速流动,国家主权范围内的地域边疆与非主权范围的场域边疆面临的各种非传统安全威胁也越来越多。传统边疆安全治理理念与方式已经难以有效应对日益复杂多元、叠合交织的多维边疆非传统安全威胁的新挑战。边疆非传统安全治理体系与能力现代化是全面建设社会主义现代化新时期安全治理转型、时代发展需求与理论反思再建构的内在诉求。新形势下,中国边疆非传统安全治理需要立足于广义边疆观与总体国家安全观,以及各种非传统安全威胁的时代性和特殊性,基于全球性视野、前瞻性思维和战略性考量,转变理念,创新思维,以人类命运共同体建设为价值追求,建构中国视角、中国语境与中国范式的中国边疆非传统安全治理体系与能力现代化的理论分析框架,才能有利于为全面维护国家的主权、安全、发展与利益提供理论支撑与智力支持。the implementation of the“Belt and Road Initiative”has changed China’s status as a regional power to a global power.With the expansion of its national interests,particularly with the development of the multi-polarization of the world,the economic globalization,the information age,the cultural pluralism,the technological innovation,and the accelerated flow of commodities,capital,information,human resources and technology world-wide,China has to face an increasing number of threats and challenges that come from sovereignty-based territorial frontier and non-sovereignty-based regional frontier,making the traditional notions and modes of frontier governance quite insufficient to cope with the complicated new threats and challenges.Under such new circumstances,there is a need for China to base its non-traditional frontier security governance on a broader concept of frontier and national security,taking into account all the contemporary and special characteristics of the new threats and challenges to national security,incorporating global and far-sighted thinking into strategy-making,making the building of a community of mankind with a shared future a core value,for the purpose of creating a theoretical framework with a Chinese vision,Chinese discourse,and Chinese paradigm for handling issues related to non-traditional frontier governance,and providing theoretical and intellectual support to safeguarding China’s sovereignty,national security,economic development and other related interests.
