摘　　要：流域水环境管理存在职能部门间职责交叉、权责不一、缺乏协调等问题,影响流域水环境质量的改善。通过分析我国流域水环境管理中职能部门存在的问题,建议近期通过界定部门职责等结构性机制和以目标为导向的程序性机制相结合,远期通过构建流域大部制解决部门协调问题。The problems that departments overlap their responsibilities and are lack of coordination affect the quality improvement of water environment.By reviewing the problems and solutions of China Basin Water Environmental Management departments,combination of structural mechanism and goal-oriented procedural mechanism is suggested at the present stage,and giant department system is suggested in the near future.
