美国近期太空政策调整论析  

On the Recent Adjustment of the US Space Policy

摘　　要：特朗普政府上台后,调整了美国太空政策,包括月球计划,深化太空领域的商业化发展,组建太空部队,等等。特朗普政府调整太空政策的动因是挽回太空优势,应对太空多极化挑战;完善太空职能部门的组织结构,提高管理效率与太空反应能力;激发航天商业活力,维护太空资产和交通安全。特朗普政府太空新政面临诸多挑战:重返月球计划将受多因素阻碍;国家太空委员会能否有效协调管理太空事务存疑;管理商业公司的航空飞行器的发射和再入许可难见成效;以美国为中心,强调美国利益与霸权可能将美国引向孤立,使太空变得危险和不可预测。国际社会应对此高度警惕,防止美国浓厚的单边主义政策带来太空利用的失序和太空军事化。After the Trump administration took office,it has adjusted the US space policy:restarting the plan for human return to the moon,extending the commercial space sector,creating a military space force,ect.The motivations of the Trump administration to adjust its space policy include rebuilding the space superiority to cope with the challenges of multi-polarization in space;optimizing the organizational structure of the space function departments,and improving the management efficiency and space response capabilities;stimulating the vitality of space business and maintaining the space assets and traffic safety.However,the Trump administration*s Space New Deal faces many challenges.For example,returning to the moon will be impeded by several factors;whether the National Space Commission is competent to coordinate and manage space affairs effectively is in doubt;the management of launch and the reentry permits of commercial companies'air vehicles may be difficult to achieve;with the United States at the center,emphasizing US interests and hegemony may lead the United States to isolation,and make space a dangerous and unpredictable arena for the major international players.In this regard,the international community should be highly vigilant to prevent the disorder of space utilization and the militarization of space caused by the strong US unilateralist policies.
