监狱服刑人员的编码分类制构想

摘　　要：分类改造作为现代监狱改造工作的重要组成部分,是增强刑罚执行针对性和实效性的主要处遇措施。然而,现行的服刑人员分类制度已经明显滞后于"五大改造"的发展理念与实际需求,同时以监区或分监区作为基本改造单位也存在着诸多弊端。在信息技术突飞猛进的今天,实现对服刑人员特质的数字化编码、智能化分类已成为监狱改造工作的大势所趋。以服刑人员特质编码为基础,推动司法体制变革、强化监狱改造职能、合理配置行刑资源、有效降低再犯危险、系统探索改造规律,为贯彻落实五大改造新理念与新要求、真正迈向具有中国特色的循证矫正道路提供有利条件。As an important part of modern prison reform,classified reform is the main treatment measure to enhance the pertinence and effectiveness of penalty execution.However,the current classification system of prisoners has obviously lagged behind the development concept and actual needs of the"Five Major Reforms".At the same time,there are also many disadvantages in taking the prison district or sub prison area as the basic reform unit.With the rapid development of information technology,it has become the general trend of prison reform to realize the digital coding and intelligent classification of prisoners’characteristics.Based on the characteristics code of prisoners,we should promote the reform of the judicial system,strengthen the function of prison reform,reasonably allocate the execution resources,effectively reduce the risk of recidivism,and systematically explore the law of reform,so as to provide favorable conditions for the implementation of the"Five Major Reforms"and requirements of reform,and truly move towards the path of evidence-based correction with Chinese characteristics.
