延安时期陈云经济实践对当前中美贸易战的启示

摘　　要：抗战后期,陕甘宁边区面临严密的军事封锁,贸易、金融和财政问题日益严峻。陈云主持边区经济工作后,迅速理清经济运行机制,分别在贸易、金融和财政等方面采取有效措施,挽救了当时的经济危局。陈云在延安时期的经济实践主要表现在三方面:在管理贸易方面,调节进口,保护出口,并让内部贸易自由发展;在稳定金融方面,掌握法币和边币的比价关系,并解决和控制货币发行量;在平衡财政方面,提倡发展生产,开源节流,多收少支,留有后备。当时陕甘宁边区面临的经济形势与当前中美贸易战有某种程度的相似之处,因此探讨陈云延安时期的经济实践对现实有一定的启示意义。In the later period of the Anti-Japanese War,the Shanxi-Gansu-Ningxia Border Region faced a strict military blockade,and trade,financial,and fiscal problems became increasingly severe.After Chen Yun took charge of the economic work in the border area,he quickly clarified the economic operation mechanism and took effective measures in trade,finance and finance to save the economic crisis at that time.Chen Yun’s economic practice during the Yan’an period is mainly manifested in three aspects:1.Regarding trade management,regulating imports,protecting exports,and allowing the free development of internal trade;2.In terms of stabilizing finance,mastering the relationship between legal currency and border currency.And solve and control the amount of currency issuance;third,in terms of fiscal balance,promote the development of production,increase revenue and reduce expenditure,more revenue and less expenditure,and reserve.At that time,the situation faced by the Shaanxi-Gansu-Ningxia Border Region was similar to the current Sino-US trade war.Therefore,discussing the economic practice of Chen Yun’s Yan’an period may have certain enlightening significance to reality.
