摘　　要：运用政策内容分析法与结构要素分析法,对2003年至2019年共计22份中国海洋生物医药产业政策进行综合量化研究。首先运用政策内容分析法识别政策工具三大类型,即供给型政策工具、环境型政策工具和需求型政策工具,对三大政策内容进行量化分析,结果表明供给型政策工具数量失衡,环境型政策工具相对过溢,需求型政策工具匮乏,产业链各环节政策工具分布不均。然后运用结构要素分析法依次分析政策颁布时间、政策文种以及政策颁布机构,结果表明政策发展滞后,文种搭配不合理,府际政策不协调。针对研究结果提出以下建议:平衡三大政策工具内容,补充缺失政策,完善微观实施细则;调整政策重心,平衡政策等级,协调府际关系,以期促进政策内容的科学性,提高政策执行效率。This paper conducts a comprehensive quantitative study on the total of 22 Chinese marine biopharmaceutical industry policies from 2003 to 2019 with study methods of the policy content analysis and structural element analysis.The results of content analysis show that the structure of supply-based policy tools is unbalanced,the environment-based policy tools are relatively overwhelming,the demand-based policy tools are scarce,and the policy tools of each link in the industrial chain are unevenly distributed.The analysis results of the policy structural elements show that the policy development lags behind,The types collocation of policy literature is unreasonable,and the intergovernmental policies are not coordinated.This study proposes the following suggestions:the improvement of the quality of macro planning,the supplement of the micro implementation rules and the balance of the use of policies to strengthen the intergovernmental cooperation of policy promulgation and implementation.
