摘　　要：当前,以精细化管理引领超大城市发展已成为重要战略导向。相关研究表明,有必要对超大城市精细化管理面临的内在风险和困境进行深度反思,如精细化管理与“过制度化”之间的关系有待商榷,“熟悉式”治理并非尽善尽美,对秩序和确定性的过度追求存在内生性风险与局限,“技术至上”与系统施策之间存在冲突,精细化管理面临“应用条件”的约束。从宏观和抽象层面看,应有效平衡精细化管理实践中的“几对关系”,包括“顶层设计”与“细节投入”“长远规划”与“问题导向”“政府主导”与“社会协同”“制度标准”与“人文关怀”“技术治理”和“群众工作”,等等,进而探讨如何将精细化管理理念落实到具体操作和微观运作中。At present,it has become an important strategic orientation to lead the development of mega cities with fine management.Relevant studies show that it is necessary to deeply reflect on the inherent risks and difficulties faced by the fine management of mega cities.From the macro and abstract levels,we can effectively balance the relationship between top-level design and detail input,long-term planning and problem orientation,government leading and social coordination,system standards and humanistic care,technical governance and mass work in the practice of fine management,and then explore how to implement the concept of fine management in the specific operation process.
