摘　　要：中德林业合作自20世纪80年代开始逐步深入,主要围绕中德技术合作项目和中德财政合作项目两个方面开展,针对造林与应对气候变化、森林可持续经营等主题,在技术交流、人员培训和试点项目建设方面积累了丰富的经验,取得了很大的成绩。然而,目前的中德林业合作仍存在缺少整体性思维,缺乏全面的沟通与交流;缺少战略性思维,缺乏在国际舞台上的合作与互动;缺少合作项目的稳定性和连续性,缺乏跟踪应用和专项投资等问题。因此,进一步促进中德林业合作,应克服上述问题,开展合作机制和支持政策创新,加强成果推广和专项扶持。未来,开展跨部门、多层次的合作和交流,开展跨领域、跨组织的参与和协调,将成为中德林业项目合作的发展方向。China-German cooperation in forestry has been gradually deepened since the 1980s,mainly focusing on technical cooperation projects and financial cooperation projects.In line with the theme of afforestation and reforestation for addressing climate change,sustainable forest management,in terms of training and pilot project construction,we have accumulated rich experience and achieved great results.However,at present,China-German cooperation in forestry still lacks holistic view,comprehensive link up and communication,strategic thinking,cooperation and interaction in the international platform,the stability and continuity of cooperative projects,and tracking and applications and subsequent investment.Therefore,to further promote Sino-German forestry cooperation,we should overcome the above problems,develop cooperation mechanisms and support policy innovation,and strengthen the promotion of results and special support.In the future,the development direction of Sino-German forestry project cooperation will be the development of cross-departmental and multi-level collaboration and exchanges,and cross-disciplinary and inter-organizational participation and collaboration.
