农业水价政策、水价激励结构与农户政策认同——基于广东省流溪河流域种植户的调查

摘　　要：基于广东省流溪河流域种植户的问卷调查,建立二元Logistic模型,分析农业水价政策与水价激励结构及其他因素对农户的水价政策管护目标认同和节水目标认同的影响。研究发现:(1)农业水价政策的实行、农户对农业水价政策了解程度、农田水利设施完善程度对农户的水价政策管护目标认同有显著的正向影响,但现有农业水价激励结构对农户的水价政策管护目标认同有显著的负向影响;(2)家庭种植业收入占比、种植作物种类数、农户灌溉时间满足程度对农户的节水目标认同有显著的正向影响,家庭种植规模对农户节水目标认同有显著的负向影响,但是农业水价政策的实行与农业水价激励结构对农户节水目标认同影响不显著。因此,农业水价政策需进一步完善农业水价的征收标准与依据,适当拓展水费的使用范围,完善农田水利设施的建设与维护及计量设施的安装,并加强政策的宣传。尤其是随着农地流转市场的发展,种植规模不断扩大,需要考虑不同规模农户及专业种植农户对农业水价政策的需求。Based on the questionnaire survey of farmers in Liuxihe River Basin of Guangdong Province,a binary logistic model was established to analyze the impact of agricultural water price policy,water price incentive structure and other factors on Farmers'recognition of water price policy management and water saving objectives.The results show that:(1)the implementation of agricultural water price policy,farmers'understanding of agricultural water price policy and the improvement of irrigation and water conservancy facilities have a significant positive impact on Farmers'recognition of water price policy management objectives,however,the existing incentive structure of agricultural water price has a significant negative impact on Farmers'recognition of water price policy management goals;(2)the proportion of household planting income,the number of crops planted and the satisfaction degree of farmers'irrigation time have a significant positive impact on Farmers'recognition of water-saving goals,and the scale of household planting has a significant negative impact on farmers'recognition of water-saving goals,but the impact of current implementation of agricultural water price policy and the existing incentive structure of agricultural water price on farmers'recognition of water-saving goals were not significant.Therefore,the agricultural water price policy needs to further improve the collection standard and basis of agricultural water price,appropriately expand the scope of water charges,improve the construction and maintenance of farmland water conservancy facilities and the installation of metering facilities,and strengthen the publicity of the policy.Especially with the development of farmland transfer market and the continuous expansion of planting scale,it is necessary to consider the demand of different scale farmers and professional farmers for agricultural water price policy.
