公共危机管理视角下的高校智库应急服务研究

摘　　要：[目的/意义]建立健全决策咨询制度和体系是推动国家治理现代化的重要途径。高校智库作为中国特色新型智库的重要组成,如何针对公共危机的防范、研判、应对和恢复做好决策支撑,对高校智库深入融入国家治理体系,推动国家治理和社会进步具有重要意义。[方法/过程]研究立足公共危机管理视角,基于危机生命周期理论,结合高校智库应急服务的功能定位,在新冠疫情背景下,分析高校智库应急服务在危机管理各阶段存在的问题。[结果/结论]研究发现,高校智库在危机缩减、预备、反应、恢复阶段分别存在前瞻性研究不足、储备性研究不足、针对性研究不足、跟踪性研究不足的问题,建议通过完善知识服务体系、强化数据服务能力、完善交叉协同常态化机制、优化智库运行机制,打造“战略知识储备库”“危机案例数据库”“危机应对防火墙”“应急服务人才蓄水池”,提升高校智库应急服务能力。[Purpose/significance]The establishment of a sound decision-making consultation system is an important way to promote the modernization of national governance.The research on the emergence service of university think tanks which is one of the construction directions of new think tanks with Chinese characteristics is of great significance to the deep integration of university think tanks into the national governance system as well as to the promotion of national governance and social progress.[Method/process]From the perspective of public crisis management,this paper analyzes the current problems of university think tanks emergency services in each stage based on the theory of crisis life cycle.[Result/conclusion]The results show that there are obvious deficiencies on prospective research,reserve research,targeted research,and tracking research in the reduction,readiness,response,and recovery stages of crisis management.It suggests to improve the knowledge service system,strengthen the data service capability,normalize cross collaboration mechanism and optimize the operation mechanism by building strategic knowledge reserve database,crisis case data base,crisis firewall and emergency service talent pool to enhance the emergency service capabilities of university think tanks.
