摘　　要：高质量发展是当前我国经济社会发展的重要指导思想,图书馆界需要准确把握其实质和内涵。文章对这一思想进行溯源,利用经济高质量发展的思维框架对公共图书馆的现状及高质量发展要求、着力点进行分析,指出高质量发展的实质是系统变革,公共图书馆高质量发展的内涵包括理念、供需关系、组织管理、宏观管理、动力机制、战略目标及其关键环节、考核评价机制等方面;提出在推动高质量发展的同时,要处理好高速发展与高质量发展,数量效益与质量效益,创新驱动与专业驱动、要素驱动的关系。Library community need to understand exactly the nature and connotations of high-quality development,an important guiding principle for Chinese economic and social development at present.Tracing the origin of the principle,this paper attempts to analyze the current state of public libraries and the requirements and priorities for their high-quality growth within the thinking framework of high-quality development.It points out that high-quality development,essentially a system reform,has the connotations concerning its philosophy,supply and demand,organization management,macro-management,motivation mechanism,strategic goals and key processes,and evaluation systems.It proposes libraries balance the relationship between high-speed development and high-quality development,quantitative benefit and qualitative benefit,as well as the growth driven by innovation,specialization and input,so as to promote the high-quality growth of public library.
