摘　　要：[目的]分析2017年我国卫生资源配置的公平性和效率,为优化卫生资源配置提供参考。[方法]运用集聚度研究卫生资源的配置公平性,采用数据包络分析法评价卫生资源的配置效率。[结果]我国卫生资源按地理面积配置的公平性,东部地区>中部地区>西部地区;按人口配置的公平性,中西部优于东部地区。2017年我国的卫生资源配置技术效率为1,总体为弱有效性;在31个省份中,3个省份为相对DEA有效,占比9.7%;4个省份为相对DEA弱有效,技术效率等于1,占比12.9%;24个省份为相对DEA无效,占比77.4%。[结论]应统筹规划,因地制宜,进一步提高我国卫生资源配置的公平性和效率;进一步完善卫生人员激励机制,优化卫生人力资源配置。Objective To analyze the equity and efficiency of China’s health resource allocation in 2017 so as to provide reference for optimizing health resource allocation.Methods It used agglomeration degree to study the equity of health resource allocation,analyzed and evaluated efficiency of health resource allocation by DEA.Results The fairness of health resources allocation according to geographical area,eastern region,central region,western region;the fairness of health resources allocation according to population,central and western regions were better than eastern regions.In 2017,the technical efficiency of China’s health resource allocation was 1,which overall effectiveness was weak.In 31 provinces,there were 3 provinces in relatively DEA effectivity,which accounted for 9.7%;4 provinces were relatively weak DEA,which technical efficiency was equal to 1,accounted for 12.9%;24 provinces were invalid relative DEA,accounted for 77.4%.Conclusions We should plan as a whole,adjust measures to local conditions,improve the fairness and efficiency of health resource allocation,improve the incentive mechanism of health personnel,and optimize the allocation of health human resources.
