摘　　要：[目的]对2018年全国基层医疗卫生资源配置效率进行分析,为进一步合理配置卫生资源提供科学依据。[方法]运用数据包络分析(Data Envelopment Analysis,DEA)方法分析全国基层医疗卫生资源配置效率,DEA模型采用以产出为导向的VRS模型。[结果]2018年综合技术效率为1的有11个省份,占35.48%;规模报酬递增的省份有16个,占51.61%;规模报酬递减的省份有4个,占12.90%。[结论]全国基层医疗卫生资源的配置效率有待提高,西部地区省份的基层卫生机构资源配置效率普遍不高,部分省份基层医疗卫生资源利用不足、投入规模过大。Objective To analyze the efficiency of nationwide grass roots medical and health resource allocation in 2018 so as to provide scientific basis for further rational health resources allocation.Methods The data envelopment analysis method was used to analyze the efficiency of nationwide grass roots medical and health resource allocation,DEA model was used to output-oriented VRS model.Results In 2018,there were 11 provinces which comprehensive technical efficiency was 1,accounted for 35.48%;there were 16 provinces with increasing returns to scale,accounted for 51.61%,and 4 provinces with decreasing returns to scale,accounted for 12.90%.Conclusions Allocation efficiency of nationwide grass roots medical and health resources needs to be improved.The efficiency of resource allocation of grass roots health institutions in western provinces is generally not high.Allocation efficiency of grass roots medical and health resources in some provinces are under-utilization and oversize scale of investment.
