城市三级中医院对口支援贫困县县级中医院的成效与建议

摘　　要：健康扶贫是国家扶贫工作的重要组成部分,该文通过分析某三级甲等中医院开展对口支援工作中的主要做法和取得的成效,梳理工作中存在的问题,为医疗机构落实国家相关对口支援政策提供借鉴。总结发现,通过支援医院驻点帮扶人员精准帮扶,中医适宜技术在基层得到推广,三新项目得到广泛应用,在一定程度上切实提升了受援医院的中医药服务水平和服务能力。但因地理原因、受援医院硬件条件及人员学历结构等客观因素限制,县级中医院科研能力的提升、双向转诊的落实、院内制剂的应用等难以实现。建议充分依托信息化优势,加大对现代化远程设备的投入使用,帮助基层培养中医药复合型人才,保障远程会诊的及时性,实现优势医疗资源的真正下沉。Health poverty alleviation is an important part of the national poverty alleviation work.Through the main methods and achievements in the counterpart support work carried out in a third-grade class-A hospital of Chinese Medicine,this paper combs the problems existing in the work,and provides some reference for medical institutions to implement the relevant national counterpart support policies.The conclusion shows that by supporting the accurate assistance of the resident hospital staff,the appropriate technology of Chinese Medicine has been popularized at the grass-roots level,and the three new projects have been widely used,which has effectively improved the service level and service ability of Chinese Medicine in the recipient hospitals to a certain extent.However,due to geographical reasons,hardware conditions and personnel education structure of the recipient hospital,it is difficult to improve the scientific research ability,implement the two-way referral,and apply the preparations in the hospital.Based on this situation,it is particularly important to fully rely on the advantages of information technology,increase the use of modern remote equipment,ensure the timeliness of remote consultation,help cultivate grass-roots compound talents of Chinese Medicine,and ensure the accessibility of advantageous medical resources.
