摘　　要：2020年初,我国经历了一场突如其来的公共卫生事件。对于社会治理来说,突发性公共危机过程中社区治理需要充分调动社会各种资源,发挥多元化社区治理的功能。但是由于疫情危机的突发性和紧急性等特点,在疫情防控初期社区治理的各种风险也显现出来。这种风险需要依赖社区的治理主体,根据疫情形势的不断变化适时完成对社区多元化治理主体,如政府、基层政权、社会组织以及社区居民的行为建构。由此,才能在特殊时期维持社区的秩序,让社区有序地运行。同时,在社区治理过程中也要充分利用网络资源以增加各行为主体的行动力,以及增加其公信力。At the beginning of 2020,China began to appear a sudden public health incident,and the epidemic spread rapidly around the world.For social governance,community governance in the process of sudden crisis needs to fully mobilize all kinds of social resources and play the function of pluralistic community governance.All kinds of risks of community governance also appear during the period of epidemic prevention and control,which need to rely on the main body of community governance,according to the change of the situation to complete the construction of the behavior of the community diversified governance main body,such as government,grass-roots power,social organization and community residents,so as to maintain the order of the community in a special period and let the community run in an orderly manner.Meanwhile in the process of community governance,we should also make full use of network resources to increase the action power of various actors and increase their credibility.
