摘　　要：在疫情防控常态化形势下,“六稳”“六保”要求贯穿经济社会发展各领域全过程,是应对发展过程中各种风险挑战的重要保证。林草基层多分布在偏远山区、林区、边疆地域,体现出了点多、面广、线长的行业艰苦特征。稳定林草行业基层岗位,对于维护我国基层社会持续稳定健康发展具有重要作用。文章从提升林草基层从业者素质能力角度切入,聚焦推动林草行业发展的客观要求和加强基层人才队伍建设的迫切要求,提出完善林草行业特色培训体系、创新人才培养机制、推动鼓励个人自学、推进监督与考核机制、宣传营造“奉献林草基层”良好氛围等重点措施,全面贯彻“以训稳岗”要求,着力保障林草基层就业和民生。Under the normal situation of epidemic prevention and control,the requirements of"six stability"and"six protection"run through the whole process of economic and social development,which is an important guarantee for addressing various risks and challenges in the process of development.The grass and forest base is mostly distributed in remote mountainous areas,forest districts and border areas,which reflects the hardships of many,wide and long lines.The stability of grass and forest industry grass-roots posts,to maintain the sustainable,stable and healthy development of China’s grass-roots society has an important role.Article from the Angle for the grassroots practitioners’quality,improve grassland and focusing objective requirement to promote the development of grass industry and strengthen the construction of talent team,the urgent request of Suggestions to consummate the industry characteristics of trees and training system,innovative talent training mechanism,push to encourage individual self-study,promote the supervision and inspection mechanism,propaganda"dedication and grass planted at the grass-roots level"good atmosphere key measures,such as comprehensive implementation"xun steady work"requirements,focusing on security at the grass-roots level of trees and employment and improve people’s livelihood.
