铁路统计数据质量管理对策研究

摘　　要：统计数据是企业管理和科学决策的重要依据。铁路高质量发展迫切需要统计数据更加快速地反映企业运输生产与经营管理情况,迫切需要统计数据更好地为企业制定与调整经营策略提供方向性依据,为企业迅速适应市场需求提供更为强有力的决策支撑。本文首先九个方面概括了铁路统计数据质量的涵义及其管理特点,其次针对统计管理体系、基础工作、调查制度、信息化管理水平情况,分析指出了目前铁路统计数据质量管理存在的不足,并从工作机制、规章制度、调查方法、信息化建设、监察方式、人员素质等角度提出了提高铁路统计数据质量的对策。Statistical data is an important basis for enterprise management and scientific decision-making. The high-quality development of railway needs statistical data to reflect the situation of transportation production and operation management of enterprises more quickly. Railway enterprises need statistical data to provide directional basis better for enterprises,so as to facilitate decision makers to formulate and adjust business strategies and provide more powerful decision-making support for enterprises to adapt to market demands quickly. This paper firstly summarizes the meaning of railway statistical data quality and its management characteristics from nine aspects. Then it analyzes and points out the shortcomings of current statistical data quality management from the aspects of statistical management system,basic work,investigation system and information management level. Finally,this paper puts forward the countermeasures to improve the quality of statistical data from the perspectives of working mechanism, rules and regulations, investigation methods, informatization construction,supervision methods and personnel quality.
