摘　　要：社会信用评价是社会主义诚信体系建设的重要内容,有必要对社会信用评价的目的、针对对象、具体程序、使用范围、救济措施进行认真研究。现阶段,于陌生人背景下的民商事交往以及行政机关的包括行政许可、行政检查在内的行政管理呈现出了信息失衡的情形,大大增加了民商事交往与行政管理的风险和成本。为此,有必要通过建立社会信用评价体系的方式延长博弈链,变陌生人社会为“熟人”社会,从而有效降低民商事交往和行政管理中不必要的风险与成本。社会信用评价的对象、程序、使用范围、救济措施等应当以此制度目标为出发点。Social credit evaluation is an important part of the construction of socialist credit system.It is necessary to study the purpose,object,specific procedure,application scope and relief measures of social credit evaluation carefully.At the present stage,the civil and commercial exchanges under the background of strangers and the administrative management including administrative licensing and administrative inspection show the situation of information imbalance,which greatly increases the risk and cost of civil and commercial exchanges and administrative management.Therefore,it is necessary to establish a social credit evaluation system to extend the game chain,change the stranger society into an“acquaintance”society,so as to effectively reduce the unnecessary risks and costs in civil and commercial exchanges and administrative management.The object,procedure,scope of use and remedy measures of social credit evaluation should be taken as the starting point of the system objective.
