摘　　要：为了掌握现行《煤矿安全规程》(2016版)在实施过程中对煤矿安全生产起到的积极作用和存在的主要问题,采用成立评估专家组、制定完善的评估方案、开展网络和现场调研、组织专家研讨会等方法,对《煤矿安全规程》实施情况进行后评估。结果表明,《煤矿安全规程》的实施对遏制和减少煤矿安全事故、死亡人数起到了积极的作用,但是在带压开采、放顶煤开采、内外喷雾要求、立井提升等相关条款上还存在表述不严谨、使用方理解不到位、概念界定不清、技术水平局限性、制修订滞后等问题,为此提出了加大《煤矿安全规程》宣贯力度、规范专业术语、突破技术瓶颈、及时修订《煤矿安全规程》和完善法律法规体系等建议。In order to grasp the positive role of the current regulations in the implementation of coal mine safety production and the main problems,an evaluation panel was established,a thorough evaluation scheme was formulated,online and field survey was carried out,and expert seminar was organized.The results show that,the implementation of the regulation has played a positive role in preventing and reducing coal mine safety accidents and deaths,however,there are still some problems in the terms of compensated mining,top coal caving,internal and external spraying requirements,vertical shaft lifting and so on,such as loose expression,poor understandability,unclear concept,limited technical level,lagged system revision,etc.Therefore,some suggestions are put forward,such as strengthening the publicity and implementation of the regulations,standardizing the professional terms,breaking through the technical bottleneck,timely revising the regulations and improving the legal system.
