城乡融合背景下的农技推广融合发展研究

摘　　要：创新公益性农技推广机构与经营性服务组织的融合发展机制,对于完善我国农技推广体系、促进城乡融合发展具有重要意义。我国农技推广融合发展目前已经探索形成了两种模式,即联合示范模式和以经营性农技推广为中介的融合模式。农技推广融合发展应充分发挥公益性农技推广机构的各项职能,全面提升经营性服务体系的服务质量和效益,并促进科技成果入乡转化。农技推广融合发展中仍面临一些挑战,应强化政策顶层设计,推进公益性机构改革,创新经营性组织服务机制,进一步完善公益性农技推广机构与经营性服务组织融合发展机制。It is of great significance to improve China’s system for spreading the use of agricultural technology and promote the integrated development of urban and rural areas by innovating the mechanism for the integrated development of the public institutions and the for-profit service organizations engaging in applying agricultural technology.On the basis of this,two models have been formed,namely,the joint demonstration model and the integration model with for-profit agricultural technology application as the intermediary.To promote the integrated development of agricultural technology application,we should give full play to the functions of the public institutions,comprehensively improve the service quality and efficiency of the for-profit businesses,and increase the application of scientific and technological advances in the countryside.To solve the existing problems affecting the integrated development of agricultural technology application,we should strengthen the top-level design of policies,adopt reform of public institutions,innovate the service mechanism of business organizations,and further improve the mechanism for the integrated development of the above public institutions and for-profit service organizations.
