摘　　要：我国磷矿石、磷化工企业和磷石膏库主要分布在长江流域,是长江流域总磷超标的重要原因。目前长江流域"三磷"综合整治已取得阶段性进展,但仍存在资源综合利用不充分,污染治理与监管不严,"三磷"产业链发展无序等问题。针对这些问题,提出长江流域"三磷"综合整治的"十四五"策略:(1)重塑全球"三磷"格局,以破解长江"三磷"难题。增加海外磷矿石、磷酸和磷肥等进口,限制国内磷矿开采规模和出口。(2)加强"三磷"规范管理,发展磷清洁生产产业。尽快建立完善"三磷"相关的管理规范和行业要求,严格产业环保标准。(3)推动"三磷"科技创新,加强科技精准帮扶。推进"三磷"的综合利用、风险防控等方面的创新研究,切实提高资源综合利用率。The Yangtze River valley is the main distribution area of the Phosphate Rock,Phosphorus Chemicals and Phosphogypsum (3P) in China,and 3P are the important influencing factor for Total Phosphorus (TP) exceeding the standard in the Yangtze River Basin.At present,there has been made some progress in the comprehensive treatment of the 3P (Phosphate Rock,Phosphorus Chemicals,Phosphogypsum) in the Yangtze River Basin,but there are some problems in pollution prevention and control,such as insufficient comprehensive utilization of resources,lacking of standard and regulation,disordered development of industrial chain of 3P,etc.To solve these issues,there are some the 14th five-year strategies of comprehensive treatment of 3P in the Yangtze River Basin:(1) To reshape the global 3P pattern,in order to solve the problem of 3P in Yangtze River.Increasing the import of high-quality phosphate rock,phosphoric acid and phosphate fertilizer from overseas,limiting the scale and export of domestic phosphate rock mining.(2) Strengthening the standardized management of 3P and developing the clean production industry of Phosphorus.As soon as possible to study the establishment and improvement of 3P related management standards and industry requirements,improving industry standards.(3) Promoting scientific and technological innovation in the area of 3P,and strengthening the support of scientific and technological precision.Carrying out innovative research in the comprehensive utilization of the 3P and risk prevention and control,we will increase the comprehensive utilization of resources.
