摘 要:针对区域创新要素协同水平测度问题,本文基于区域创新协同发展的特点构建了考虑创新环境、创新投入和创新产出的评价指标体系,选取2015~2019年京津冀地区省级面板数据为研究对象,利用系统有序度和复合系统协同度模型对区域创新要素协同发展水平进行测度。研究结果表明:京津冀三地创新要素有序度和三地之间创新要素融合水平整体上呈现逐年上升的状态;北京市的创新要素有序度最高、天津次之,河北最低;北京和天津的创新融合度较高,明显优于北京与河北、河北与天津。最后本文基于以上研究结果提出了相应的政策建议。Aiming at the problem of measuring the collaborative level of regional innovation elements,based on the characteristics of regional innovation collaborative development,this paper constructs an evaluation index system considering innovation environment,innovation input and innovation output.Taking Beijing Tianjin Hebei region as the research object,this paper selects the provincial panel data from 2015 to 2019,and uses the system order degree and composite system synergy degree model to analyze the collaborative development of regional innovation elements.The results show that:the order degree of innovation elements and the integration of innovation elements among Beijing,Tianjin and Hebei are increasing year by year.The order degree of innovation elements in Beijing is the highest,followed by Tianjin,and Hebei is the lowest.The innovation integration degree of Beijing and Tianjin is higher than that of Beijing and Hebei,Hebei and Tianjin.Based on the above research results,the corresponding policy recommendations are put forward.
