摘 要:实践上,发达国家真正步入高质量发展,是二战之后的事情,从工业化到高端城市化的递进,得益于经济与社会一体化协同。理论上,波兰尼对经济嵌入的主张、调节主义对劳资关系的重视、福利国家理论对公平正义的呼吁,一步步把人的发展的重要性凸显出来。最终,社会福利权利的正当性在理论上得到论证,在政策实践中得到丰富,并在效率/福利动态平衡上发挥了推动作用。“十四五”规划将平等发展权利作为治理现代化的重要内容,这是我国构建新发展格局的重大理论突破,以社会权利的落实推动公平与效率的平衡,有助于化解经济服务化、人口老龄化带来的新风险,促进经济社会协调程度的提高。In practice,developed countries entered high-quality development after the second World War,and progressing from industrialization to high-level urbanization benefited from the integration of economy and society.In theory,the importance of human development was successively highlighted by Polanyi's view of economic embeddedness,regulation school's attention on labor relations and welfare state theory's appeal for fairness and justice.As a result,the legitimacy of social welfare rights is proved in theory,enriched in policy practice,and plays a promoting role in the dynamic balance of efficiency and welfare.The 14th Five-Year Plan takes the right of equal development as an important content of governance modernization,which is a major theoretical breakthrough in building a new development pattern in China.The implementation of social rights promotes the balance between fairness and efficiency,which helps to resolve the new risks brought by economic servitization and population aging and to promote the coordination of economy and society.
