摘　　要：产业园区规划实施评估是了解规划实施成效和问题、调整园区发展战略的重要途径。目前规划实施评价指标体系设计理论与方法比较滞后,由此,应以园区规划为依据设计评估内容,甄选评价指标;以绩效评价为主导,遵循绩效评价与措施保障落实评价相结合的设计原则和思路;以天津国家自主创新示范区规划实施评价为案例,构建体现产业创新全球竞争力、区域创新辐射力、创新主体集聚力、产业发展先导性、转型升级引领力、开放创新先行力、环境建设支撑力等七个方面,涵盖实力、质量与潜力三个层面的规划实施绩效评价指标体系。The evaluation of the implementation of industrial park planning is an important way to understand the effectiveness and problems of the implementation of the planning and adjust the development strategy of industrial parks.At present,the index system design theory and method of planning implementation evaluation are lagging behind.Therefore,innovative proposals are put forward to design evaluation contents and select evaluation indexes based on the park planning.It takes performance evaluation as the leading factor and follows the design principles and ideas of combining performance evaluation with implementation evaluation of measures guarantee.Taking national independent innovation demonstration area planning implementation evaluation in Tianjin as a case,to build the global industry innovation competitiveness,regional innovation,the innovation main body agglomeration,radiation force,guiding,transformation and upgrading of the industrial development driving force,open innovation leading force,from seven aspects,such as environment construction support covering power,quality and potential three levels,planning and implementation the performance evaluation index system.
