摘　　要：探索了省级土地卫片执法检查切实可行的新方法。通过流程重组建模方法、宏观分析土地违法利用的严峻形势、精准梳理自然资源大数据现状,构建了全新的工作流程和逻辑模型。利用省级土地卫片执法新流程和新模型成功研发了河南省土地卫片综合执法系统。利用省级土地卫片执法流程搭建、模型构建以及系统研发一体化的新方法,可有效拓宽省级土地卫片执法幅度,精细化其执法粒度。In this paper,we explored a feasible new method for law enforcement of provincial land use satellite photo.Based on the macroscopical analysis of the grim situation of illegal use of land and the accurate carding of the present situation of natural resource large data,we used the modeling method of process reengineering to construct a brand-new work flow and logic model.Then,we used the new process and model of law enforcement of provincial land use satellite photo to develop a comprehensive law enforcement system of land use satellite photo in Henan Province.The new method can effectively broaden the scope and refine the granularity of law enforcement of provincial land use satellite photo.
