富人治村与基层秩序稳定——基于珠三角农村的经验调查

摘　　要：富人治村作为基层政治秩序的内在实践机制,是基层治理的普遍现象。珠三角地区基于宗族性村庄社会结构形成了回馈型富人治村,即富人治村产生于村庄秩序难以维持的结构性需求,呈现出较强的回馈性特点。富人治村的动力在于通过“回馈”村庄获得群众认可从而实现人生意义和价值。村庄强社会关联与充裕的集体经济共同维护富人治村的公共性,避免了村庄治理的异化。富人治村通过精英整合、组织结构整合与党员激活重塑基层政治生态,型塑了基层秩序稳定与村庄政治融合。珠三角地区的回馈型富人治村对于理解基层秩序生成具有重要的启示性意义。As the internal practice mechanism of political order at the grass-roots level,village governance by the rich is a common phenomenon of grass-roots governance.Based on the social structure of the clan-based village,the Pearl River Delta region has formed a type of feedback-oriented village governed by the rich.Village governance by the rich arises from the structural demand that the order of the village is difficult to maintain,and shows strong feedback characteristics.The driving force of village governance by the rich lies in gaining the recognition from the masses and thus realizing the meaning and value of life by“giving back”to the village.The strong social connection of the village and the abundant collective economy jointly maintain the public nature of village governance by the rich and avoid the alienation of village governance.Village governance by the rich has remolded the grass-roots political ecology through the integration of the elite,the integration of the organizational structure and the activation of Party members,and shaped the stability of grass-roots order and village political integration.In the Pearl River Delta region,village governance by the rich has important enlightening significance for understanding the formation of grass-roots order.
