摘 要:为直观反映靶场计量保障的整体质量和效果,兼顾计量管理和装备保障的需要,提出用计量保证率取代传统的计量受检率和计量合格率。着眼靶场实际,从试验装备的计量状态、已检时间、重要程度、计量方式4个方面构建了计量保证率的评估指标体系;运用模糊综合评价和专家经验建立了计量保证率评估模型;通过Matlab的仿真计算,结果表明:计量保证率比计量受检率反映的计量保障整体质量变化更显著,比计量合格率表达的装备保障整体效果变化更直观。In order to balance the needs of measurement management and equipment support,it is proposed to replace the traditional metrological inspection rate(MIR)and metrological pass rate(MPR)with the metrological guarantee rate(MGR)in order to reflect the overall quality and effect of the metrological support activities in the shooting range intuitively.Focusing on the actual condition of shooting range,this paper constructs the evaluation index system of MGR from the four aspects:mea surement state of test equipment,checked time,degree of importance and measurement mode,and then establishes the evaluation model of MGR by using fuzzy comprehensive evaluation and expert experience.Finally,through the simulation calculation of Matlab,the results show that the change of the overall effect is more significant than that of the equipment which is expressed by MPR,and that MGR is more intuitive than the measurement guarantee overall quality change reflected by MIR.
