摘　　要：进入21世纪新时代,中国社会的主要矛盾之一已经转化为人民日益增长的美好生活需要与不平衡不充分的发展之间的矛盾。自20世纪70年代末期相继展开的农村家庭联产承包责任制改革、城市国有企业市场经营机制转换改革,无疑极大地促进了中国经济和社会的深度变迁。区域协调发展作为新时代的国家战略之一,其本质是"解放"地方,释放地方政府的能动性。区域发展不仅仅是一种行政手段,它必然面临着诸多法律问题的反思,核心问题包括对"地方"法律人格属性和自我发展权利的重新理解,以及如何平等均衡地配置地方"区域发展权",如何通过国家法的保障和政府管制的调整,来促进地方之间跨行政区划的机会与资源的平等开放、人与生产要素的全面有效流动,并且最终裨益于"内循环"国家战略的调整。Entering the new era of the 21 st century, one of the main contradictions in Chinese society has been transformed into a contradiction between the people’s increasing the need for a better life and the unbalanced and inadequate development. Since the end of the 1970 s,the reform of the contract responsibility system for rural households and the transformation of the market management mechanism of urban enterprises have undoubtedly greatly promoted the profound changes of China’s economy and society.As one of the national strategies in the new era,regional coordinated development is essentially"liberating"the local and releasing the initiative of local governments. Regional development is not just a means. It is bound to face the reflection of many legal issues.The core issues include a new understanding of the"local"legal personality and self-development rights;how to allocate local "regional development rights"on an equal and balanced basis;how to promote the equality and openness of opportunities and resources across regions and the full and effective flow of people and production factors through the protection of national laws and the adjustment of government regulation.And in the end,it will benefit the adjustment of the "Domestic Cycle"of national strategy.
