摘　　要：全球化背景下,人员跨国流动与传统社会保障国内管辖权之间的冲突日益凸显,社会保障国际合作作为解决这一矛盾的有效途径,日益受到重视。但目前国内对社会保障国际合作的研究相对欠缺。论文在揭示社会保障国际合作产生根源及发展规律的基础上,从现有社会保障国际合作滞后、协议国与跨国流动人员主要就业国缺乏一致性、对跨国流动者及当事国公平性不足、管理效率相对低下等方面对我国现有社会保障国际合作状况进行了评估,从认识不到位、利益因素影响、制度差异导致合作的交易成本较高、产权归属障碍等方面进一步分析了社会保障国际合作存在问题的原因,最后提出了相关政策建议。In the context of globalization,the conflict between the transnational movement of people and the do⁃mestic jurisdiction of traditional social security has become increasingly prominent.As an effective way to resolve this contradiction,international cooperation in social security has received increasing attention.However,the re⁃search on international social security cooperation is relatively lacking in China.On the basis of revealing the origin and development law of international cooperation of social security,this paper evaluates the current international co⁃operation of social security in China from lagging international cooperation of existing social security,the lack of consistency between the agreement countries and the main employment countries of transnational migrants,the in⁃sufficient fairness to transnational migrants and the countries involved,and the relatively low management efficien⁃cy.This article further analyzes the reasons for the problems in international social security cooperation from the as⁃pects of poor understanding,the influence of interest factors,the higher transaction costs of cooperation caused by system differences,and the barriers to ownership of property rights,and finally puts forward relevant policy recom⁃mendations.
