摘　　要：文章基于人力资本理论和制度经济学理论,通过中国30个省区市2008—2017年的面板数据实证分析人力资本、制度环境与经济发展绩效之间的动态关系。研究结果表明:人力资本水平的提高有助于提升经济发展绩效;制度环境的改善能够显著促进经济发展,但政府与市场的关系对经济发展绩效显著负相关,这与2008年后政府增加投资和实施货币宽松政策有关;制度环境对人力资本存在正向调节作用,无论是总制度环境还是不同层面制度环境的改善,均可作用于人力资本,增强后者对经济发展的贡献度。文章的研究结论有助于深入理解人力资本和制度环境对我国经济发展绩效的影响机理,并为经济转型背景下如何最大化发挥人力资本的效用、实现经济高质量发展提供政策建议。Based on human capital theory and institutional economics theory,this paper uses the panel data of 30 provinces in China from 2008 to 2017 to analyze the dynamic relationship between human capital,institutional environment and economic develop-ment performance.The results show that:The improvement of human capital level is helpful to promote the economic development.The improvement of the institutional environment can significantly promote economic development.But the relationship between the govern-ment and market has a significant negative correlation with the economic development performance,which is related to the increase of government investment and the implementation of monetary easing policy after 2008.The institutional environment has positive modera-ting effect on the relationship between human capital and economic development performance.The improvement of the general instituti-onal environment and the institutional environment at different levels can increase the strength of the influence of human capital on eco-nomic development performance.The conclusions are helpful to understand the influence mechanism between human capital,institutional environment and economic development performance.Based on the above analysis,this paper provides suggestions to maximize the effe-cts of human capital to achieve high-quality economic development under the background of economic transformation.
