高技术产业集聚、环境规制对生态效率的影响——来自中国区域发展的经验证据

摘　　要：区域生态效率的提升是实现经济可持续发展和生态优化的重要途径,而高端产业集聚和环境规制是影响生态效率的重要因素。文章利用2007—2017年30个省份的面板数据,实证分析了高技术产业集聚、环境规制以及两者协同对区域生态效应的影响。研究结果表明,高技术产业集聚和环境规制均能改善区域生态环境,而高技术产业集聚和环境规制的协同对生态效率的提升作用更加显著。进一步研究还发现,高技术产业集聚和环境规制的生态效应存在明显的空间差异,高技术产业集聚在中西部地区对生态效率的提升作用更明显,而环境规制在东部地区更有效。研究结论对提升区域生态效率、实现可持续发展具有一定的政策启示。The improvement of regional ecological efficiency is an important way to achieve sustainable economic develop⁃ment and ecological optimization,and high-end industrial agglomeration and environmental regulation are important fac⁃tors affecting ecological efficiency.Based on the panel data of 30 provinces from 2007 to 2017,this paper empirically ana⁃lyzes the impact of high-tech industrial agglomeration,environmental regulation and their synergy on regional ecological effect.The results show that both high-tech industrial agglomeration and environmental regulation can improve the region⁃al ecological environment,and the synergy of high-tech industrial agglomeration and environmental regulation can en⁃hance the ecological efficiency more significantly.Further research also found that there are obvious spatial differences between the ecological effects of high-tech industrial agglomeration and environmental regulation.High tech industrial ag⁃glomeration has more obvious effect on improving ecological efficiency in the central and western regions,while environ⁃mental regulation is more effective in the eastern regions.The conclusion of the study has some policy implications for im⁃proving regional ecological efficiency and achieving sustainable development.
