摘　　要：重大突发公共卫生事件发生后,在短期内往往会出现患者大规模集中救治的现象,对医院的救治能力提出严峻挑战。医疗浪涌能力是评价和提升医院应对重大突发公共卫生事件应急管理能力的一项关键指标。结合医疗浪涌能力的概念和主要构成要素,提出医院医疗浪涌能力的概念及构建医院医疗浪涌能力建设的理论框架。进一步分析医疗浪涌能力建设方面国内外研究与应用情况。最后深入探讨为应对重大突发公共卫生事件,构建医院可持续医疗浪涌能力的深层次关键环节。对提高重大突发公共卫生事件下医院救治能力,有效应对突发公共卫生事件和促进社会和谐、稳定具有十分重要的意义。Major public health emergencies often lead to the mass concentration of patients seeking for doctors in the short period of time,posing severe challenges to the treatment capacity of hospitals.Medical surge capacity is a key indicator to evaluate and improve the emergency management ability of hospitals to deal with major public health emergencies.Combined with the concept and main components of medical surge capacity,this paper puts forward the concept of hospital medical surge capacity and the theoretical framework of building hospital medical surge capacity.Then the research and application of medical surge capacity building at home and abroad are further studied.Finally,the key link of building sustainable medical surge capacity is discussed in order to deal with major public health emergencies.It is of great significance to improve the treatment capacity of hospitals under major public health emergencies and promote social harmony and stability.
